Pilot purgatory: why 62% of organisations can't scale AI beyond experiments

Pilots test whether the technology works. Production and scale test whether the organisation can absorb it.

62% of organisations are stuck running AI pilots that never reach production. If you've watched a demo work perfectly in a controlled setting and then collapse when real teams tried to use it, you've seen this firsthand.

The environment changed. Pilots operate in conditions that don't exist in production, and when those conditions appear, the results disappear. Even the initiatives that push through to production rarely go further; only 7% of organisations have fully scaled their AI efforts. The information gap I wrote about last week (the disconnect between strategy, capability, and operational reality) shows up here in practice, and it's expensive.

What pilots test vs what production demands

A pilot is a clean room. Curated data (or at least manageable data). A small group of users who volunteered and are already enthusiastic. One or two departments, few cross-functional dependencies. Compliance requirements either simplified or waived because it's "just a test." Nobody asked about legacy integration or handover points between teams.

This isn't a criticism of piloting. Testing whether technology can perform a task is useful. But the question a pilot answers, "can this work?", is different from what production asks: "can this work here, with our data, our users, our compliance requirements, and our existing systems?"

Around 60% of organisations cite integration complexity as the biggest barrier to scaling AI. MIT's GenAI divide research puts it bluntly: the blocker is integration, not the AI itself. The organisational kind.

70% of obstacles to AI adoption are people and process, with only 20% technology, and 10% algorithmic. The pilot tested the easy part.

A pilot tests whether the technology can do the job. Production reveals whether teams can live with the change day to day. And scale? That's the whole organisation absorbing it at once.

Each transition demands more organisational elements in place. Most initiatives never make it past the first.

Production isn't scale

Production is hard enough. But scale is a different animal entirely, and it needs organisational elements in place that production never tested.

Production means one use case works in a real environment with real constraints. At scale, that use case (and eventually others) has to work across departments, geographies, user populations, and over time. Only 7% of organisations have reached that point. Each expansion multiplies what needs to be true at the same time:

  • Cross-departmental adoption: different teams have different workflows, incentives, and resistance patterns. What worked in finance doesn't automatically transfer to operations or customer service.
  • Enterprise data governance: data quality for one team is a different problem from data consistency across the organisation. Formats, ownership, update cycles, and standards all diverge between departments in ways nobody documented.
  • Sustained change management: one champion can carry a pilot. A dedicated team can hold production together. But scale requires organisational buy-in that survives leadership changes, budget cycles, and competing priorities.
  • Compliance at enterprise scope: regulatory requirements that were manageable for one department compound across jurisdictions, customer segments, and business units.
  • Ongoing maintenance: a pilot doesn't need a support model. Production can sometimes get by with the original team. Scale needs monitoring, retraining, incident response, and continuous improvement. Indefinitely.

61% of organisations report zero EBIT impact from their AI efforts. They may have working implementations somewhere, but working and scaled are different outcomes that require different levels of organisational readiness.

And the typical response is: run more pilots. 42% of companies abandoned most of their AI initiatives in 2025, up from 17% the year before. 46% of proof-of-concept projects get abandoned entirely. More pilots don't fix this, because each new one operates in the same controlled conditions and hits the same wall when it meets the real organisation. The information that's missing, what production demands and what scale requires beyond that, doesn't get captured by running another experiment in a lab.

What actually gets skipped

When pilots are the default approach to AI adoption, what gets skipped goes well beyond planning. Organisational understanding. Readiness. How teams actually work, what depends on what, where the informal processes live that nobody documented. The information gap I wrote about last week (the three-sided disconnect between strategy, capability, and operationalisation) is exactly what pilots never touch.

Even the organisations that do try to close this gap before committing often find that the analysis they did six months ago doesn't match today's reality. Organisations are adaptive systems; they keep changing. Teams restructure and priorities shift while new compliance requirements land on someone's desk. There's never enough planning when the thing you're planning around keeps moving. A static exercise that happens once between pilot and production can't keep up.
